You're right about the ballasts. I ran across many leaky ballasts when removing the old neon signs and lighted signs when I owned my sign shop. They often leaked due to rusting through from exposure to the elements. Early on we would just wipe up the leaked oil and replace the ballast. Then we found out about the cancerous repercussions. Even overhead lighting can be a hazzrd if the ballast leaked.

I remember back in the day when a fellow filtered out the oil from drip gas,(oil pump rig's in tex) & transformer oil to fuel his mac truck.....if I remember right he died from cancer...that would explain it..

Perhaps a failed attempt to sabotage an airplane? Poorly installed pipe bomb sort of thing?
