It seems to me that the only way to keep people from making use of these local resources is to hire them as tour guides, making the archaeological sites into local businesses much like trophy fees pay the way for wildlife in Africa.
There are not enough archaeologists nor is there enough money to preserve every historical site and artifact in the world. They're going to have to learn to pick and choose.
